Abstract
The Plumas Watershed Forum (Forum) was formed in 2003 as part of the Monterey Settlement Agreement (Agreement) stemming from litigation involving
California's State Water Project (Planning and Conservation League et al. 2003). The Forum's purpose is to plan and fund implementation of watershed management and restoration activities in the upper Feather River watershed for the mutual benefit of Plumas County and the State Water Project. The Forum directed that the review should evaluate all expenditures of settlement funds by the Forum in terms of meeting the goals of the Agreement, the Forum's bylaws and policies, and the Feather River Watershed Management Strategy.
Purpose
To assist the parties in determining whether to continue funding, the Forum directed that a program review be conducted by an independent evaluator.
