Plumas County Emergency Operations Plan
Part 1 of the plan describes the County's emergency management organization, the Standardized Emergency Management System (SEMS), the National Incident Management System (NIMS), roles, responsibilities, and administrative practices. Part 2 consists of an overview of the emergency management organization and how it functions during response and recovery operations. It provides a functional framework to implement SEMS and NIMS, as well as a series of operational checklists designed to provide emergency managers with the basic considerations and actions necessary for effective incident response and recovery. It also provides an overview of public assistance programs.
The objective of this plan is to incorporate and coordinate the personnel and resources of the County and Operational Area into an efficient organization capable of responding to and recovering from any emergency.
