Abstract
Plumas County appreciates the opportunity to comment on the Forest Black Carbon sections of the proposed short-lived climate pollutant (SLCP) strategy. It is from the perspective of seeking real remedies for two intertwined problems, rural poverty and unhealthy forests, that I offer suggestions for achieving the goals and outcomes described in the "forest black carbon" component of the SLCP strategy.
